Matthew Boland delivers his remarks during the change of command ceremony for Submarine Squadron 12 that was held Friday, July 15, topside aboard the Virginia-class fast attack submarine USS Delaware (SSN 791) at Naval Submarine Base New London in Groton, Connecticut. During the ceremony Capt. Boland was relieved by Capt. Thomas O’Donnell as squadron commander.
