Some of these buildings are still in the process of construction;all are new. The cities in which they are being erected are notconfined to the slum-ridden, densely populated class but representwide ranges of social conditions. This fact, together with theintellectual and educational prestige enjoyed by the promoters ofthese buildings, indicate the substantial character of the move-ment which is rapidly enlarging the function of the public schoolplant. 19.
