A modem structure to contain every facility req-nisile for the proper handling and serving Ot foodsshould replace the old kitchen building, and also thedining rooms for the helpers at the MetropolitanI lospltal. The great need of additional accommodations forpatients at. the several Institutions requires large ap-propriations, but essentials for the humane treatment. ATTIC DORMITORY. of the employes are just as imperative. This is nec-essary to aid in securing a permanent class ofhelpers. At present some of the forces must be prac-tically reorganized each month, the helpers remain-ing frequently but long enough to draw one monthspay and depart for a drunken spree. No privateenterprise could be operated successfully with sucha changing force, and it is impossible to give thecitys poor and sick proper or economic care undersuch conditions. Compensation for helpers in theDepartment of Charities being ridiculously low, con-tributes largely toward the difficulty in attractingcompetent, permanent workers. It is worthy of notethat the splendid arrangements which have been pro-vided for the convenience of the employes in somecity institutions, such as Gouverneur Hospital, areoffered in addition to an adequate wage just as theyare by employers in many commercial enterprises,and, fair wages and good working condition
