The reason for this step was stated by HerrDelbruck to be his shattered health, althoughit was rumored that differences of opinion withPrince Bismarck, particularly on the railroadquestion, were the real causes. These rumorswere emphatically denied by Prince Bismarckin the Prussian Chamber of Deputies. As hissuccessor the Emperor appointed Herr Hof-mann, formerly Minister of fourth and last session of the Reichstagelected in 1873 was opened on October speech from the throne was read by Herr. The imperial speechmentioned the general depression of trade andindustry in Germany and throughout theworld, and stated that the object of the Gov-ernments commercial policy would bo the pro-tection of German industry from the preju-dicial effects of one-sided customs regulationsin other countries. This object would be keptspecially in view in impending negotiations for the renewal of commercial treaties. Ger-manys foreign relations, notwithstanding thedifficulties of the present political situation,were fully accordant with the Emperors pa-cific policy. His constant endeavor was to pre-serve friendly relations with all powers, es-pecially those connected with (icrmany by tiesof neighborhood and history, and, as far aspeace might be endangered among such, topreserve it by friendly mediation.
