MLCs are Japanese workers on military bases in Japan, hired under bilateral labor contracts, the Master Labor Contract and the Indirect Hire Agreement. In 2016, the military employed 3,087 Japanese workers on Marine Corps Base Camp Butler, Okinawa. One thousand six hundred and forty two of those employees work on Camp Foster, according to Pecina, Camp Commander of Camp Foster.
