The matter came up through a request of theVirginia Railway & Power Company to the City Coun-cil for a modification of its franchise provisions whichare complicated largely because the present system isa consolidation of a number of smaller lines. Amongother requests the company asked to be relieved of theobligation to carry passengers for three cents and selltickets at the rate of 2V2 cents on one of its lines be-tween the hours of 5 a. m. and 8 a. m. and between 5p. m. and 7 p. m., also from the obligation to sell twen-ty-five tickets for $1. On other parts of the system thecompany sells six tickets for 25 cents, and the companyproposed to make this fare standard on all its also agreed to increase the number of transfer points,to change the gage of all
