We are in favor of a prompt return to specie pay-ments and of taking no backward step. We hold thatthe act of Congress, fixing a date for resumption, iaa help and not a hinderance to that end. We are in favor of putting the civil service on theground of merit and fitness, and of lifting it above theinstability of political fluctuations. We will sustainthe President in retaining and selecting with inde-pendence and in the spirit of the Constitution theagents of his FASEUIL HAIX, BOSTON. We are in favor of a policy toward the States latelyin rebellion which shall make the nationality of theUnited States so distinctly and universally felt thatnational citizenship shall be to every human beingprotection in life, liberty, the pursuit of happiness, andthe expression of opinion; which shall encourage theeducation of the people, and which with a firm butwise hand shall restore the South to the blessings ofpeace and to the enjoyment by all alike of libertyunder the law.
