Routt un-til the admission of Colorado as a State in1876. The present School Law of the State wasframed by Mr. Hale, while Superintendent, andhas proved to be admirably adapted to itswants. In 1S77. he returned to Central City andagain assumed the management of the schools,which position he occupies at the present time. At the State election of 1878, he was electedby the Republican party a Regent of the StateUniversity for six 3ears. Mr. Hale has had the satisfaction of seeingthe public schools of Colorado advance fromalmost nothing, in 1863, to a rank second tono State in the Union, and he may justly claimthat no man has contributed more to this endthan he CLEAE CEEEK COUNTY. BIOGRAPHICAL. >\ FRANK H. Allison is widely known in Colorado asthe editor of the Georgetown Courier ; he wasborn in Cromwell, Conn., Nov. 3, 1846 ; he at-tended school until his 18th year, when hebegan clerking in a grocery store, and con-tinued in that capacity a year ; then he re-turned to his father, who was a hammer manu-facturer, and remained with him until 21 yearsof age ; in the spring of 1868, Mr. Allison anda gentleman, Elisha Stevens, 1 ought out asluar-factory at Rocky Hill, Conn., about ninemiles from Hartford, and continued the busi-ness under the firm name of Stevens & Allison ;in the fall of 1809, they consolidated with aForestville, Conn., concern, and formed a stockcompany under the name of The Stev
