Nothing would bemore unjust—for while it is true that the people are somewhat influ-enced by the tone of the country sentiment, it is equally true that thelatter is also very much directed by the city ; so that, consideringtheir mutual dependency, and the equilibrium existing between them,it is owing principally to the popular sentiment of Reading that thepeople of the county have progressed, as far as they have, in educa-tion and the usages of modern society.
