Mr. Edmunds was active in the impeach-ment of Andrew Johnson, sided with PresidentGrant against Charles Sumner, and acted an influ-ential part in the passage of the reconstructionmeasures, adopting a conservative course. In1870-7 he was one of the members of the electoralcommission, having been previously chairman, ofthe committee which, in concert with a similarcommittee of the house of representatives, prepared EDSON EDWARDS 305. the bill creating that commission. The passage ofthe Pacific railroad funding act was also largelydue to his influence and exertions. At the Na-tional Republican conventions, held in Chicago in1880 and 1884, Mr. Edmunds received thirty-fourand ninety-three votes respectively for tins presi-dential nomination, each on the first ballot. He was elected presi-dent pro tempore ofthe senate after became pres-ident of the UnitedStates. In the sen-ate he has servedon the committeeson commerce, pub-lic lands, appropria-tions, pensions, re-trenchment, privateland claims, the li-brary, and the judi-ciary, and has servedas chairman of thelast-named commit-tee for several suc-cessive a legislator, Sen-ator Edmunds isnoted for his legal acumen, his readiness in rep-artee, and his love of strictly parliamentary pro-cedure.
