Horse drawn carriages in Central Park in New York are seen in this undated file photograph from the Library of Congress. New York Mayor Bill De Blasio has put the ban on carriage horses on a back burner until later in the year citing other priorities. Animal rights groups have been lobbying for the end of carriage horses for years claiming that they are inhumane and the groups were influential in the election of De Blasio.
