The academy each year trains cadets to be the senior leaders of their units for the upcoming high school year. The NJROTC citizenship development program, overseen by Rear Adm. Rich A. Brown, commander, Naval Service Training Command (NSTC), headquartered at Great Lakes, was established in 1964 and instills service to the United States, personal responsibility and a sense of accomplishment in students in secondary educational institutions.
