Latta, Secretary of Internal Affairs: Sir: I have the honor to herewith submit my report as Inspectorof Mine? for the Second Bituminous District for the year ending De-cember 31, lyOl, in compliance with section 2 of article 10 of the mining act, approved the loth day of May, 1893.
