As to the proportion ofhomicides attributable to the negro population, he says in part: If we are to accept the statement that 60 per cent, of the homi-cides are furnished by the whites and the remaining 40 per cent,by the colored race, it must be remembered that the former con-stitute 83 per cent, of the population and the latter but 12 percent. ; therefore it is clear that were it not for the negro popula-tion the crime of homicide would be almost as rare in the UnitedStates as it is in the most civilized countries of Europe.
