Satisfied that the desire of the southernparty in Missouri to remain neutral was buta pretext to gain time to arm the State for aunion with the Confederates, President Lin-coln determined to compel all the State forcesnot in the federal service to disband. An in-terview was held at St. Louis on the eleventhof June between Governor Jackson and Gen- *eral Lyon, now commanding the federaltroops in Missouri. Governor Jackson de-manded that no United States forces shouldbe quartered in or marched through Mis-souri. General Lyon refused to comply withthis demand^ and insisted that the State force?.
