It wasintroduced in the Senate by Geo. H. Pendleton, Democrat, ofOhio, and authorized a commission to devise a plan of civil ser-vice and put it in operation. Though this bill was introducedby a Democrat and ably sustained by him, the Democrats wereits active opponents.
