In the design of the foundations, it was necessary toavoid the possibility of a flood stopping the plant, hencethe engine room floor level was fixed 1 ft. above the high-est recorded level of the river (a stage of 33 ft. 8 ins. in1884), normal pool level being stage of 6 ft. On the otherhand, the intake pipe must at all times be completely cov-ered with water, thus requiring the top of the pipe to bebelow stage minus 1; the pipe had to be kept below thislevel underneath the engines, to keep the vacuum from be-ing lost in times of low water, hence there was required.
