The first All-Union Congress of Soviets, which opened on December, 30, 1922, in Moscow's Bolshoi Theatre, unanimously adopted the Declaration of the Formation of the USSR. The Congress elected the Central Executive Committee o the USSR, with M. I. Kalinin as chairman.
