The 1960 Treaty of Mutual Cooperation and Security between the United States and Japan states that when CFAY facilities and areas are temporarily not being used, the interim use of the facilities – such as Dry Docks 1, 2 and 3 - may be used. An agreement has been in place since the mid-70s for JMSDF to use any of these three CFAY dry docks if they are available. CFAY provides, maintains, and operates base facilities and services in support of the 7th Fleet's forward-deployed naval forces, 71 tenant commands, and 27,000 military and civilian personnel and their families.
