Hisel and fellow New York Army National Guard Soldiers from Company A, 27th Brigade Special Troops Battalion conducted breaching and breaking training using heavy concrete drills, chain saws, jack hammers and torches to better prepare for urban search and rescue. The engineers, based in Lockport, New York, are part of the National Guard Homeland Response Force that supports the Federal Emergency Management Agency Region II. The HRF, with more than 600 personnel, conducted a full-scale exercise for response to a chemical, biological, radiological or nuclear incident here April 15-19. The HRF trains to extract casualties of a CBRN incident and provide decontamination and medical triage in support of civil authorities and first responders. Army National Guard photo by Col.
