Heremained abroad one year, and returning, completed hislegal studies in the office of Chief Justice Mellen, at Bid-deford, and was admitted to the bar in 1797. His addresses were more like an impetuous torrent thana smooth and gentle stream. His ardent temperament and impetuosity as an advocate some-times carried him. in his addresses to a court and jury, beyond thelimits prescribed in some of Hamlets instructions to the players. But he was a sound lawyer and a safe counselor. At the height of party feeling growing out of the dec-laration of war under Mr. Madisons administration, was elected in 1812 to the Thirteenth Congress, therepresentative of the York District, as successor to Cutts, who had held the office from 1800 ; and hewas re-elected for the next term.
