The county superintendents of public wel-fare are also responsible for issuing work certificates to childrenfor the State Department of Labor, for providing local supervisionfor patients paroled from the State Hospitals, for providing localsupervision of parolees for the State Parole Commission and forthe State correctional institutions, for acting as the agent of thecounty commissioners in the administration of aid to the blind,and for many other services to State and local agencies, in additionto providing varied services other than financial assistance topersons who come to the county welfare department for help. Because of the limited State appropriation for this purpose,total payments from Federal and State funds for 1945-46 wereonly $372,000. An annual State appropriation of $200,000 withthe estimated amount to be received from Federal funds forcounty administration would provide $500,000, a more nearlyadequate amount to aid the counties in
