AUTHORITIES BELIEVE THE FIRE WAS STARTED BY LIGHTNING CHEMICALS SPILLED INTO A STORM DRAIN AND WERE CARRIED A HALF MILE AWAY INTO THE OLENTANGY RIVER, CAUSING A MAJOR FISH KILL.
