Rear Admiral Melvin Bouboulis, Assistant Commandant for Engineering and Logistics, presents the Meritorious Service Medal to outgoing commander, Captain Patrick Dugan, at the Facilities Design and Construction Center (FDCC) change of command ceremony Aug. 24, 2018 in Norfolk, Virginia. Captain Dugan oversaw $727 million dollars of infrastructure improvement to increase operational readiness and resilience throughout the Coast Guard.
