NEWPORT NEWS, Va. (Jan. 4, 2017) – Information Systems Technician 1st Class Joshua Kobylinski, assigned to Pre-Commissioning Unit Gerald R. Ford (CVN 78), is frocked to the rank of petty officer first class by Cmdr. Terry Pratt, Ford's combat systems officer, during a frocking ceremony at Huntington Hall. More than 170 Ford Sailors advanced from the September Navy-wide advancement exam.
