WHITE CLOUD HAS A POPULATION OF 200. A GRAIN ELEVATOR KEEPS THE TOWN ALIVE ECONOMICALLY, BUT IT IS A DEPRESSED AREA AND MANY PEOPLE ARE ON WELFARE
