Phipps has been on the RAGBRAI Air Force Cycle Team for 12 years and said proper bike maintenance is essential to prevent breakdowns throughout the week. Phipps is an instructor at the Air Force Institute of Technology at Wright Patterson Air Force Base, Ohio.
