This is chiefly ac-complished by the kind of meals served and the features of pleasureand amusement in the nature of games and other pastimes. Chester has also a Board of Trade, Chamber of Commerce, andwhat is known as the Civic Advancement Commission, all three organ-izations working for the betterment of the city.
