David Fowle of York University to undertake the federal govern- ment's first detailed field study of biocides, collabo- rating with the New Brunswick Department of Lands and Mines to assess the impact on wildlife of phos- phamidon, an early replacement for DDT in the struggle to control the Spruce Budworm. Serious negative effects on birds were reported.^ That sum- mer, too, CWS established a National Registry of Pesticide Residues in Wildlife Tissues. By 1967, a CWS pesticides group had been established that would, over the next 30 years, be responsible for major scientific contributions (see Chapter 8). Habitat management, however, was the growth issue of the day. In its second year, the pilot program to lease prairie potholes expand
