Burton, Republican, of Cleveland, was born at Jefferson, Ashta-bula County, Ohio, December 20, 1851; studied at Grand River Institute, Austinburg,Ohio, at Iowa College, Grinnell, Iowa, and at Oberlin College, from which last in-stitution he graduated in 1872; began the practice of law at Cleveland in 1875: was amember of the Fifty-first Congress, but was defeated for re-election in 1890; waselected to the Fifty-fourth and Fifty-fifth Congresses, and re-elected to the Fifty-sixth Congress, receiving 17,599 votes to 10,823 for L, A.
