The "Great Gatsby" themed party was planned by the Morale, Welfare, and Recreation committee. VQ-4 is attached to Strategic Communications Wing (SCW) 1 at Tinker Air Force Base, providing airborne communication links to strategic forces. SCW-1 ensures national security through deterrence of adversarial nuclear ambitions.
