Forrestal, Secretary of Defense on Dec. 16, 1947, asking: “Does the Army Department Policy prohibit mixed companies and similar units composed of both white and negro soldiers?” New Jersey had passed a new constitution in 1947 that ended segregation in the New Jersey National Guard.
