PANAMA CITY, Florida - Navy Diver 1st Class (DSW/SW/EXW) Taylor Arney, a Navy diver assigned to Naval Surface Warfare Center Panama City Division (NSWC PCD), was named the 2016 NSWC Headquarters Sailor of the Year. He now goes on to compete for higher level distinction at Naval Sea Systems Command (NAVSEA).
