During the last yearsof the eighteenth century Cuba, under the rule of a few wisegovernors, advanced rapidly in material resources, and theports of Havana and Santiago were opened to free commerce,excepting the slave trade, and a few minor productions. Atthe close of the century Havana was the most important cityin America. Of the governors, none were more wise andprogressive than Luis de las Casas, who imparted a new impulseto commerce and agriculture, and inaugurated a series of im-portant public works.
