Capacity and tools J Are there projects and legislation for payment schemes to maintain cloud forest water supplies? j Are there networks and training courses relevant to cloud forest conservation, management and identi- fication of lessons learned? Appendix 2 contains a preliminary assessment of the status of these actions at the continental scale. GOALS AND CAPACITY FOR CLOUD FOREST CONSERVATION The members of the Mountain Cloud Forest Initiative identify the principal goals for cloud forest conservation as: J major investment in achieving sustainable livelihoods in montane regions with cloud forest, including landscape and ecosystem approaches to environmental manage- ment and restoration; j integration of cloud forest conservation into development policies by governments and the international con- servation community; j active and effective management of protected areas and sustainable use of cloud forests; J national and regional cloud forest conservation stra- tegies, identifying priority sites and issues for action; J sup
