Rather is it an effortto guide community growth in a way thatwill stabilize uses and values and redoundto the economic benefit of the propertyowner himself, by insuring against the en-croachment of undesirable activities intoan area already dedicated to an establishedpurpose. Thus far. zoning has been accomplished within a city subdivision may be controlledby the plan of its area rather than by arbi-trary laws and specifications.
