The first state was Thomas Jenner possible as part of the above listed series titled 'The Creation Robes of the Nobility in 9-Plates' in his 'A Catalog of severall Bookes', 1662. The numbered statements were later published by John Bowles under the title "Hollar's Habits, or the nobility in Their Creation", ca. 1732.
