Francis , Jr., brother of Montgomery, therefore foundno great difficulty in having the command of thearsenal given to Captain Nathaniel Lyon, not onlya devoted soldier, but a man of thorough anti-slavery convictions. Harney, and the ord- chap, xlnance officer whom Lyon had displaced, both ofmore slow and cautious temper, and reflecting thelocal political conservatism, thwarted and ham-pered Lyon and Blair, who from the beginningacted in concert. No great difficulty grew out ofthis antagonism tiU. the Presidents call for troops;then it created discussion, delay, want of coopera-tion. Blair could not get his volunteers musteredinto service, and Governor Yates of Illinois couldget no arms. The President finally grew was relieved and called to Washington, andLyon directed to muster-in and arm the four Mis-souri regiments of volunteers with all expedition,and to send the extra arms to Springfield, Illinois,while three Illinois regiments were ordered to to assist in guarding the arsenal.
