This Mr. West alleged as the cause whichprevented him from finishing the picture many years Whitefoord, the Secretary of the British Commission,is also dead, but his portrait exists, from which a likenessmay be taken. As I very strongly expressed regret that thispicture should be left unfinished, Mr. West said he thought hecould finish it, and I must not be surprised if some day orother it should be received at Washington.
