With the same authority the commission is able to mark a portion of a lake with buoys and make it a fish refuge. It is a common thing in Oregon to find one part of a lake open to fishermen and another part closed. This assures a breeding stock being left in the lake after the angling season. When private land- i'okters refuse to allow fishing on their request for the opening of the area to fishing. California needs similar discre- tionary powers to adequately care
