In 1838 thelegal title of this institution was changed from Indiana Collegeto Indiana University. In thus fostering higher education Indiana was acting inharmony with the principle on which the State was Ordinance of 1787 suggested it. In 1806 the TerritorialLegislature established Vincennes University and Congress. Indiana College, 1836 donated a township of land located in Gibson County for itsbenefit. In the enabling act of 1816 Congress offered, andthe State accepted, another township of land for the benfit of aState Seminary.! The State in 1816 expressed in its first con-stitution the conviction that knowledge and learning are essen-tial to the preservation of free government and that theadvantage of education should be extended throughout thecountry; the first fundamental law of the State followed withthese memorable words: It shall be the duty of the GeneralAssembly, as soon as circumstances will permit, to provide by 1 This was located by President Monroe just south of Bloomington.
