Paul Reinhardt, commanding officer of USS Alabama (SSBN 731), with a proclamation designating the Feb. 22 through Feb. 28 as Navy Week in the City of Mobile. Navy Week program serves as the Navy's principal outreach effort in areas of the country without a significant Navy presence.
