No campaign can be run with-out money. It is needed to meetthe many heavy expenses that arenot only wholly legitimate, but ab-solutely necessary. Rent, printing,postage, stationery, traveling, can-vassing, clerical hire, literature,—these are some of the items of ex-pense.
