By an entirely new system offlood-lighting a soft, restful, yet perfect light pervades the courtsat night, revealing in wonderful clearness the facades and walls ofthe palaces and the natural colors of the shrubbery and flowers, giv-ing an efifect as bright and soft as daylight. MORAN, Attorneyfor the Auditor and formerlyPresident and Chief Examiner of theCivil Service Commission, was bornin San Francisco November 14, 1867,the son of Edward and Rose vv^as educated in the public andprivate schools of the city, and whenhttle more than a boy entered thenewspaper business, pursuing it ac-tively and successfully for a numberof years. When Civil Service wasestablished in the Municipal Gov-ernment under the present SanFrancisco charter the first examina-tion held was that ordered to determinethe selection of a Chief Examinerand ex-OlBcio Secretary of theBoard. Mr. Moran secured thehig-hest rating, and in his new position had charge virtually of theentire organization of the department, personally formulating thesystem which, with a few changes, is still in force. His incumbencvas Chief Examiner terminated after live years service in August,1905,
