Although Section 301 has not been complied with by theparties, the Board has jurisdiction of this dispute, as it is and hasbeen one likely substantially to interrupt commerce. The carriers parties hereto maintain that the direction of thisBoard in Decision No. 2, extending the national agreements,orders, etc., of the Railroad Administration as a modus Vivendi.
