In 1967, he went to South Vietnam with the 1st Commando Squadron. After teaching at the Air Force Academy, Dugan earned a master=s degree from the University of Colorado and attended the Air Command and Staff College and the Air War College. From June 1973 to July 1977, Colonel Dugan was assigned to Headquarters Air Force, Washington, , first as an action officer and branch chief in the office of the Deputy Chief of Staff, Plans and Operations, and then as executive to the Vice Chief of Staff. He went on to command tactical fighter wings at Davis-Monthan Air Force Base, Arizona, and England Air Force Base, Louisiana, and was Commander of the 832d Air Division at Luke Air Force Base, Arizona. In the early 1980s, he served with the Tactical Air Command, finishing his tour as Deputy Chief of Staff for Operations. In 1987, he returned to the Pentagon to serve in several staff positions before becoming Deputy Chief of Staff for Plans and Operations in March 1988. The following April, Dugan went to Europe as Commander in Chief, Air Forces in Europe, and Commander, Allied Air Forces Central Europe. In July 1990 he succeeded General Welch as Chief of Staff of the Air Force. In the early fall of 1990, Gen. Merrill A. McPeak replaced Dugan as Chief of Staff. At time of his departure, General Dugan addressed the following message to those with whom he had served: ATo the men and women of the Air ForceCYour missionCproviding air power and space power to the nationCis essential and enduring. I bid you a fond farewell with my head high, my Mach up, and my flags flying. Good luck, good hunting, and Godspeed to the greatest Air Force in the world.
