Final Act of the Second Peace Conference. The Hague, 18 October 1907, from 15 June until 18 October 1907. The Final Acts constitute authoritative statements of the results achieved. They were signed by the delegates but not ratified by the participating states. It has no binding force. The conference of 1907, though first proposed by President Theodore Roosevelt, was officially convened by Nicholas II. This conference was attended by the representatives of 44 states.
