In i860 helabored earnestly for the election of Abraham Lincoln,and on the latters election Mr. Welles was given theportfolio of the navy in his Cabinet. Here his execu-tive ability compensated for his previous lack of specialknowledge, and, though many of his acts were bitterlycriticised, his administration was popular with the navyand with the country at large. He held his post till theclose of President Johnsons administration in 1869. After retirement from office he contributed freelv to. current literature on the political and other events ofthe war, which provoked hostile criticism by what manythought his harsh strictures on official conduct.
