For the first time in many years, the city of Mead-ville. Pa., has completed its outdoor paving operationsbefore the beginning of bad weather, all paving beingcompleted on Oct. 23, 1914. While the weather con-ditions were ideal, still the bulk of the credit must begiven to the present city administration for the aggres-sive manner in which the work was advanced.
