San Benito, Texas October 2002: Children from low-income families throughout the Rio Grande Valley of Texas attend daily classes at La Gallina Head Start facility north of Brownsville. Thousands of families are served in Cameron and Willacy counties with 38 schools for three and four-year-old children in the Head Start program created by former Pres. Lyndon Johnson in the 1960's.
